Evelyn Mantilla served ten years in the Connecticut General Assembly, representing one of the
state's lowest-income districts as a strong communicator, mediator, and effective coalition
builder. She was the first Hispanic woman to serve as Deputy Majority Leader of the House
and also the first openly gay woman in the Connecticut General Assembly. Voters returned her
to office four times — once with 88% of the vote.
An expert on health equity and the impact of race and economics on access to healthcare, Evelyn
has advised major clients including Access Health CT, MGM, and 100% Democracy, and brings
decades of campaign experience to political clients. She is fully bilingual in English and Spanish.
She has served on the boards of Health Equity Solutions, True Colors, and the Universal Health Care
Foundation. A Magna Cum Laude graduate of the University of Saint Joseph, Evelyn approaches every
issue through a social-justice lens — a value she works to impart on everyone she meets,
especially her two daughters.
